Chart of Accounts Manual
Description
The Fund ChartField answers the question: “What broad restrictions or reporting requirements have been imposed on these funds?”
- Fund values are always required on transactions.
- Fund values consist of four numeric characters.
Fund accounting classifies resources for accounting and reporting purposes in accordance with regulations, restrictions, or limitations imposed by donors, parties outside of the University, or the Board of Regents.
A fund is an accounting entity with self-balancing sets of accounts that record cash and other financial resources (assets), with related liabilities, fund equity (net assets) and other corresponding changes.
The University’s funds are generally grouped as follows:

Fund trees
Fund trees are used to facilitate reporting and validate ChartStrings. Fund trees include:
- UM_CYFWD_FUNDS – identifies Funds used in carryforward balance calculations
- UM_FUND_CATEGORY – sorts Fund values by Fund Category
- UM_FUND_CLASS – sorts Fund values by Fund Class
- UM_FUND_GROUP – sorts Fund values by Fund Group
- UM_FUND_NETASSETS – sorts Fund values into groups to facilitate closing process
Group and Class Descriptions
Funds are organized hierarchically into groups, categories, and classes, with group being the highest level.
1. Fund Group: Current Unrestricted Funds
Current unrestricted funds are expendable for any purpose in performing the primary objectives of the institution. These funds have no constraints imposed by external creditors, grantors, contributors, or laws or regulations of government. While it is necessary to abide by constraints that are imposed by University management and the Board of Regents, these are internally imposed and, therefore, they do not meet the accounting definition of ‘restricted.’
A. Fund Category: Centrally Allocated Funds
Funds allocated by the Board of Regents, which may be further distributed to a unit or department by a central, college, or administrative office.
Fund Class: State Appropriations, Tuition and Fees
Appropriations made available to the University by legislative acts of the State of Minnesota for general operations and maintenance purposes; tuition and the University fee.

B. Fund Category: Self-Supporting/Self-Sustaining Funds
Funds in which expenditures are supported by revenues earned primarily by external sale of goods or services.
Fund Class: Auxiliaries
University units that are essentially self-supporting, that provide goods and services on a regular and continuing basis primarily to individuals in the University community (students, staff, etc.). An auxiliary enterprise may receive incidental income from the general public.

2. Fund Group: Current Restricted Funds
Restricted current funds are expendable for current operating purposes, but have constraints imposed by external creditors, grantors, contributors, or laws or regulations of government, as to the specific purpose for which they may be expended. The University is obligated to use these funds in accordance with the purpose established by the external party.
Current restricted funds may be either Nonsponsored or Sponsored.
NOTE: Nonsponsored restricted funds are administered by Accounting Services.
A. Fund Category: Nonsponsored Centrally Allocated Funds
Funds allocated by the Board of Regents, which may be further distributed to a unit or department by a central, college, or administrative office.
Fund Class: Restricted State Specials
Amounts made available to the University of Minnesota by legislative acts of the State of Minnesota. These appropriations are restricted in that the state imposes limitations on the use of the funding: Agriculture; Health Science; Technology; Tobacco; Miscellaneous; MN Care.

D. Fund Category: sponsored funds
Sponsored funds are external funds provided through a grant, contract or cooperative agreement for research, training, and other public service activities that are administered by the Office of Sponsored Project Administration (SPA). All sponsored funds are restricted and are generally governed by specific terms and conditions and subject to special reporting and invoicing procedures.

3. Fund Group: Loan Funds
Loan funds consist primarily of loans to students, and the resources available for such purposes, including funding available from the federal government, the State of Minnesota, private donors, and other sources. Loan funds may be restricted or unrestricted, depending on the source of the funding.
Loan funds are primarily used by the University’s financial aid offices and Accounting Services. Other users of these funds should reference University policy or contact one of these offices for guidance.

4. Fund Group: Investment Pool Funds
Investment Pool Funds are central funds that track investment activity and are primarily used by the University’s Office of Investments and Banking and Accounting Services. Other users of these funds should contact one of these offices for guidance.
Fund Class: Group Income Pool (GIP) Control
Group Income Pool (GIP) represents the financial assets held as long-term reserves by various operating units of the University. These long-term reserves are primarily used to fund expenditures not budgeted to be spent for three years or more. The primary investment objective of GIP is to maximize income while preserving capital balances until such time as the principal is required to fund the intended use.

Fund Class: Consolidated Endowment Fund (CEF) Control
This class is comprised of a pool of endowments from both public and private sources. Endowments have the longest investment timelines. Funds should be invested in CEF when principal appreciation is the main goal and funds will not be expended for a minimum of three years. The accounting for CEF is done on a unitized market value basis. Investments are exposed to market fluctuations and the value of individual endowments is adjusted on a monthly basis.

Fund Class: Temporary Investment Pool (TIP) Control
The Temporary Investment Pool is invested to meet the current obligations of the University. The investment objective for the TIP is to maximize current income while preserving principal and maintaining liquidity. The pool is invested primarily in commercial paper, money market funds, corporate obligations, and U.S. government and agency securities within the credit quality and term constraints of the portfolio. Net activity is reclassified to Current Unrestricted Funds when financial statements are prepared.

5. Fund Group: Endowment and Similar Funds
Funds received from a donor or other outside entity in an agreement which, as a condition of the gift, generally stipulates that the principal is to be maintained untouched and in perpetuity and invested for the purpose of producing present and future income which may either be expended or added to principal.

6. Fund Group: Plant Funds
Plant funds are used to record acquisition or construction of physical assets that meet the University’s policy for capitalization, renewal and replacement of such assets, debt service related to University property, and the investment in physical assets, net of accumulated depreciation.
A. Fund Category: Unrestricted Plant funds
These funds are resources that are expendable for any of the following purposes: construction or acquisition of physical properties, renewals and replacements of physical properties, and retirement of indebtedness.

Fund Class: Clean Renewable Energy Bond (CREB)
Clean Renewable Energy Bonds (CREBs) are external bonds issued by the federal government to be used for capital expenditures incurred by qualified owners, including governmental bodies, for one or more qualified renewable energy facilities. The benefit of the CREB program is that public entities receive the bonds at “zero” percent interest. The revenue or cost savings from the renewable electricity systems are utilized to pay off the bonds.

B. Fund Category: Restricted Plant Funds
Restricted Plant Funds are resources expendable for construction or acquisition of physical properties, renewals and replacements of physical properties, and retirement of indebtedness, upon which constraints have been imposed by external creditors, grantors, contributors, or governments.
Fund Class: Bond Sinking Funds
Auxiliary bonds secured by the net revenues of the auxiliary activity to which they relate, debt-service subsidy grants provided by the U.S. Department of Housing and Urban Development, and the full faith and credit of the University. Auxiliary bond agreements require minimum mandatory reserves sufficient to cover the principal and interest due in any future fiscal year.
